Those are LiFePO4 cells, so they're nominal at 3.2V not 3.7V.
As for the Zeva modules - the usual approach is to split the pack evenly among the modules, so in your case you'd run 9 cells to 2 modules and 10 cells to one of them.
You then tie all of the unused taps together to the high potential connection.
So for example in your case
1- -> M1-0
1+ -> M1-1
2+ -> M1-2
3+ -> M1-3
4+ -> M1-4
5+ -> M1-5
6+ -> M1-6
7+ -> M1-7
8+ -> M1-8
9+ -> M1-9
10+ -> M1-10,11 & 12
11- (10+) -> M2-0
11+ -> M2-1
12+ -> M2-2

19+ -> M2-9,10,11,12
20- (19+) -> M3-0
20+ -> M3-1
